Product Manager

Company: Policy in Practice
Apply for the Product Manager
Location: London
Job Description:

Policy in Practice is a public policy software company with a mission to reduce poverty. It builds tools that help local authorities and people on low incomes understand how welfare policy changes affect them, enabling better decisions and greater financial independence. Its welfare policy engine models the impact of policies across four government departments on thousands of individual households. LIFT (Low Income Family Tracker), its flagship dashboard, is trusted by over 130 local authorities to identify and support residents on low incomes.

The role

The Product Manager for LIFT will lead the product into its next phase of growth. LIFT combines local authority administrative data (such as Council Tax Reduction and Housing Benefit records) with a welfare policy engine to model household financial positions, uncovering unclaimed benefits, debt, and poverty risks. It enables councils to move from strategic insight to targeted outreach campaigns. You would report to and work closely with the Chief Product Officer, as well as software engineers, a designer, customer success, and policy analysis teams.

What you would do

  • Define and maintain the product strategy and roadmap alongside the Chief Product Officer and senior stakeholders, keeping work aligned to broader business objectives.
  • Lead delivery of new features from idea through to release, managing stakeholders, writing requirements, and working with designers and engineers to ship practical, high-quality solutions.
  • Drive continuous improvement in processes and product quality, drawing on best practices from your previous experience.
  • Lead product discovery by working closely with clients, users, and internal teams to gather feedback and shape product improvements, and by attending industry events to build awareness and spot market opportunities.
  • Ensure the product meets usability and accessibility standards, including WCAG 2.2 and GDPR compliance.
  • Manage the product backlog, balancing bug fixes and client expectations against the strategic roadmap.
  • Use data and reporting to understand what the product holds, track usage trends, and provide monthly insights to stakeholders.
  • Coordinate input from Policy, Research, and Engineering teams, setting clear expectations and managing competing priorities.

What they are looking for

  • At least 3 years of product management experience, with strong skills in product delivery, planning, writing product requirement documents, discovery, and roadmap prioritisation.
  • Strong project management ability: comfortable managing multiple priorities across teams and delivering on time while balancing urgent client escalations with long-term development.
  • Clear communication skills, able to translate complex ideas into actionable steps for varied audiences.
  • A user-focused mindset, with a drive to create intuitive digital products that help people make informed decisions.
  • Comfort working cross-functionally with developers, policy analysts, customer support, sales, and marketing.
  • Analytical approach: confident using data and insights to inform product decisions.
  • Technical understanding sufficient to work with engineers and translate complex policy requirements into functional specifications (coding is not required).
  • Creative problem-solving and an entrepreneurial mindset, always looking for new ideas to test and validate.
  • Strategic thinking combined with commercial pragmatism and experience managing senior stakeholders.
  • Motivation to make a difference to individuals and the UK welfare system.
  • Desirable: experience working with local authorities and administrative data; familiarity with Jira, Confluence, and Figma; experience optimising or automating data pipelines; knowledge of data visualisation best practice; comfort with Excel and basic SQL.
