Overview

As Instructional Design Manager, you lead the Instructional Designers within Citi Learning to deliver compliant, scalable learning for the Independent Compliance Risk Management team. You foster a high-performance, agile environment and mentor talent to elevate capability and performance. You partner with stakeholders across Citi Learning to shape effective learning strategies in a regulated setting. You leverage modern tools and AI to increase impact while ensuring governance and accessibility. This role offers the opportunity to influence risk and compliance training at scale in Belfast.

Responsibilities

• Lead and coach a team of Instructional Designers to create performance-based digital learning solutions
• Assess staff capabilities, coach to close skill gaps, and improve overall team performance
• Provide technical oversight for eLearning and digital solutions using standard tools (dominKnow, Area9 Rhapsode) and generative AI
• Ensure quality, accessibility, governance, and Citi design standards across learning solutions
• Oversee intake, scoping, and resource planning for enterprise design requests with a tiered service model
• Monitor KPIs (turnaround times, efficiency) and address risks and audit-readiness gaps
• Build relationships with Citi Learning and business stakeholders to deliver effective learning strategies
• Drive adoption of industry standards and best practices in capability development
• Hire, recruit, and conduct performance reviews for design and development talent
• Support agile and cross-functional collaboration across time zones and countries

Key requirements

• Experience in Learning and Development / Instructional Design
• Proven expertise designing scalable digital learning using cloud-based authoring tools (Area9 Rhapsode, dominKnow) or similar
• Experience with LMS (e.g., Docebo, Workday), content repositories, analytics, and generative AI tools
• People management experience and leadership skills
• Ability to collaborate in a complex environment and influence stakeholders
• Strong communication, negotiation, and conflict management abilities
• Experience with Agile/Waterfall large-scale learning projects
• Bachelor’s degree or equivalent experience
• Ability to work in a virtual team across time zones and countries
