Technology Consulting Manager

Overview

In this role, you will lead end-to-end delivery of complex, tech-enabled change in the public sector, ensuring digital services meet government standards. You will coordinate multidisciplinary teams across cloud, data, automation, and AI-enabled initiatives, balancing technical feasibility with commercial accountability. You will manage budgets, capacity, and risk, driving value through disciplined delivery and governance. This is an opportunity to shape public-facing services and enhance resident experience through responsible, scalable solutions.

Responsibilities

• Own end-to-end delivery of complex, GDS-aligned digital services and transformation initiatives
• Coordinate multidisciplinary delivery teams across engineering, architecture, data, and product
• Manage delivery budgets, forecasts, and financial performance with value for money
• Plan and manage team capacity, resourcing models, and demand across multiple workstreams
• Collaborate with Solution Architects to align delivery with architectural intent
• Embed agile and product-led delivery practices in public sector governance
• Support data-driven, automated, and AI-enabled capabilities with risk management
• Own delivery metrics and value-stream visibility to inform decisions
• Proactively identify and mitigate delivery, technical, financial, and organizational risks
• Coach Delivery Managers, Scrum Masters, and team leads to raise delivery maturity
• Support organizational change and capability uplift for clients

Key requirements

• Proven experience leading complex technology programmes in public sector or regulated environments
• Strong understanding of GDS Service Standards, agile delivery, and public-sector governance
• Experience managing delivery budgets, forecasting, and financial controls
• Experience planning and managing delivery team capacity across multiple teams/workstreams
• Strong technical literacy across cloud platforms, data services, integrations, and automation with AI exposure
• Experience working with architects and engineering teams to balance pace, quality, and risk
• Confident engaging senior stakeholders, including C-level, with commercial/contractual insight
• Leadership and coaching mindset with ability to develop delivery capability in others
• Comfort operating under pressure and driving clarity in complex delivery environments
• Interest in evolving delivery practices for responsible AI in public sector services
