Overview

In this role, you will lead the commercial, contractual and financial engine for IT & Digital, building processes and standards to maximise value for money and enable robust investments. You will liaise with corporate finance, procurement and legal, guiding budget planning, procurement pipelines and contract management. The role supports a transformation of technology operations and ensures reliable partnerships for critical services. This is a senior, impact-focused role in a forward-looking local government technology function.

Responsibilities

  • Lead commercial, contractual, supplier, purchasing and financial management for IT & Digital
  • Act as liaison to corporate finance, procurement and legal
  • Coordinate budget-setting and medium-term financial planning with Heads of Service
  • Shape procurement pipelines and ensure quality technology procurements
  • Maintain the division-wide technology and commercial contracts register
  • Provide expert commercial and financial advice to projects and decisions
  • Represent IT & Digital in supplier and corporate forums; deputise for senior leaders on commercial matters

Key requirements

  • IACCM qualified and/or CIPS Level 5 qualified or equivalent substantial professional experience
  • Strong knowledge of full lifecycle commercial and contract management
  • Good knowledge of public-sector procurement, governance and decision-making
  • Broad knowledge of technology markets and commercial models
  • Experience leading a commercial/contract/supplier function in a large/complex organisation
  • Experience managing high-value technology contracts and suppliers
  • Substantial experience of budget planning, forecasting and presenting financial information to senior leaders
  • Experience in public-sector procurement or regulated environments
  • Significant management experience including developing specialist staff
