Group Transport Manager

Overview

In this role you lead transport compliance and operator licensing across Biffa’s UK operations, acting as the primary external regulatory liaison with bodies such as the DVSA and Traffic Commissioners. You identify and mitigate compliance risks, drive improvements through data and audits, and support cross-site leaders in embedding safety and legal standards. You will shape driver training, investigate incidents, and promote a culture of road safety and disciplined operations. This is a high-impact position for a seasoned transport professional aligned with Biffa’s mission to manage waste safely and efficiently.

Responsibilities

• Provide group-wide leadership on transport compliance and operator licensing
• Lead engagement with DVSA, Traffic Commissioners and other transport regulators
• Coordinate responses to regulatory investigations, audits and enforcement actions
• Strengthen accountability for transport compliance across sites in collaboration with divisional leaders
• Offer expert guidance on drivers’ hours, working time, tachographs, vehicle roadworthiness, load security and safe vehicle operation
• Use data, KPIs, audits and incident trends to identify risks and drive improvements
• Coach transport managers and operational leaders to translate legislation into practical actions
• Oversee driver training and competency, coordinating with Training Manager to support safety and performance
• Lead investigations into transport incidents and non-compliance, ensuring corrective actions
• Promote a culture where road safety, driver wellbeing, compliance and discipline are integrated into daily decisions

Key requirements

• National Certificate of Professional Competence in Road Haulage or equivalent transport management qualification
• Strong knowledge of DVSA enforcement, OCRS principles, and operator licence compliance
• Deep understanding of UK transport legislation (drivers’ hours, working time, tachographs, maintenance, roadworthiness, load security)
• Proven experience managing transport compliance risk in a complex, multi-site environment
• Experience engaging with DVSA and Traffic Commissioners, including audits or enforcement actions
• Experience overseeing driver training, competency and assessment frameworks
• Proven ability to influence operational leaders, transport teams and senior stakeholders
• Ability to use data, audits and KPIs to improve safety and performance
• Credible, confident communicator capable of constructive challenge and relationship-building
• Experience in waste management, environmental services, utilities, construction logistics or similar sector beneficial
