Associate/Technical Director – Pavement Asset Management

Overview

In this role you will lead pavement asset management strategies across highways and other sectors, advising on long-term investment planning and lifecycle decisions. You’ll work with senior clients and cross-functional teams to deliver high-impact, data-driven solutions that improve asset performance and sustainability. You will guide project delivery, contribute to governance and regulatory compliance, and drive innovation in asset management practices. Responsibilities

• Lead development and implementation of pavement asset management frameworks across infrastructure sectors
• Provide technical leadership on complex projects with emphasis on risk-based decision-making and regulatory compliance
• Lead analytical staff to inform long-term investment programmes
• Engage with clients to assess current and future asset management practices
• Advise on best practices, business transformation, and data-driven asset management
• Lead and manage tenders for high-quality submissions
• Integrate technology (EAM, CMMS, DSTs) to enhance asset performance and resilience
• Oversee consulting projects to deliver on time, budget, and client satisfaction
• Drive process improvements and adoption of new technologies and sustainability initiatives
• Build strong client relationships and represent WSP in external engagements
• Mentor and develop consultants while fostering SH&W compliance

Key requirements

• Extensive experience in pavement asset management planning and engineering
• Proven track record in business development and project leadership
• Understanding of pavement asset management practices, lifecycle planning, and investment planning
• Expertise in ISO 55000 and digital transformation in asset management
• Knowledge of Pavement standards (DMRB, MCHW, AASHTO) and related international standards
• Leadership and decision-making skills for large-scale projects
• Ability to present to clients and senior leadership
• Experience with asset data systems (EAM, CMMS, DSTs); Pavement-specific systems preferred
• Strong project management skills across planning, delivery and deliverables
• Broad network within highways or infrastructure (National Highways, UK Local Authorities)
• Academic/research engagement encouraged
• Professional registration (Chartered or Incorporated)
• Desire to work across large, small, and independent teams; hybrid/remote-capable
• BSc/BEng or MSc/MEng in a relevant discipline
