Pre-Construction Manager / Tender Planner

Overview

In this role you drive front-end planning, strategy and technical viability of major schemes before site work starts. You will coordinate tender programmes, methodologies and risk management, ensuring bids are commercially robust and deliverable. You’ll collaborate with Estimating and Bid teams and present technical strategies to clients during interviews. The position sits at the intersection of pre-construction planning and bid delivery, shaping how projects are scoped and proposed. This is a client-facing, impact-driven opportunity to influence key early decisions and value creation.

Responsibilities

• Tender Planning & Strategy: develop detailed tender programmes using Asta Powerproject
• Risk & Value Management: identify technical risks, site constraints and VE opportunities during bids
• Methodology & Logistics: create site logistics plans, constructability reviews and phased construction approaches
• Cross-Functional Collaboration: align technical proposals with pricing with Estimators, Commercial Managers and Bid Managers
• Client & Stakeholder Engagement: present pre-construction programmes and strategies to clients during interviews

Key requirements

• Extensive Main Contracting background as Tender Planner, Pre-Construction Planner or technically minded Senior Project Manager
• Advanced proficiency in Asta Powerproject
• Strong understanding of construction methods, site logistics, and preliminary budgeting
• Excellent communication skills for articulating technical approaches to external stakeholders
