Head of Finance – York and North Yorkshire Combined Authority

Overview

In this role you will lead the Combined Authority’s financial strategy and operations, ensuring robust planning, governance and compliance to support informed decisions and delivery of regional priorities. You will oversee budgeting, reporting, audits and risk management while advising senior leaders on financial implications of investments and funding. You will shape medium- and long-term financial plans aligned with objectives and statutory requirements. This is a high-impact role that partners with cross-functional teams to sustain public sector finance excellence and integrity.

Responsibilities

• Develop and oversee the financial strategy and medium/long-term plans
• Manage budgeting, reporting, and annual financial statements
• Lead audit processes, governance and compliance frameworks
• Oversee risk management and internal controls
• Advise senior leaders and elected members on financial implications of investments and funding strategies
• Support delivery of regional priorities through sound financial governance
• Provide financial insight to inform strategic decisions and change initiatives

Key requirements

• CCAB accountant with extensive senior leadership experience in large, complex organisations
• Experience in the public sector or similar environment is highly desirable
• Strong strategic thinking, technical accounting skills and ability to deliver sustainable financial strategies
• Excellent stakeholder engagement, communication and influencing abilities
• High-level analytical capability and proficiency with financial systems such as Oracle and advanced Excel
• Deep understanding of local government, devolution and public sector finance regulations
