Strategic Asset Manager

Overview

As Head of Asset Management you will lead the strategic management of Havering’s property portfolio, aligning assets with corporate priorities and regeneration aims. You will provide senior property guidance to Members and officers, drive the asset management strategy, and oversee major property projects. You will lead a professional team to maximise asset value and benefits for residents, while shaping the Council’s future property decisions in a complex public sector setting.

Responsibilities

• Steer the strategic management of the Council’s property portfolio to support corporate priorities and resident benefits
• Lead the asset management strategy and property review programme, including acquisitions and disposals
• Oversee valuations, estate management, and income generation activities
• Provide expert property advice to Members and senior officers
• Lead major property projects and transactions
• Build and maintain strong relationships with stakeholders and partners
• Manage a high-performing property team to deliver high-quality services and outcomes
• Support regeneration objectives and maximise value and performance of assets
• Shape future property decisions to support Havering’s wider regeneration and financial objectives

Key requirements

• Professional property qualification with RICS membership
• Substantial experience managing diverse property portfolios
• Experience leading high-performing property teams
• Strong understanding of asset management, property law, and local government property practices
• Commercial mind-set, political awareness, and excellent negotiation skills
• Ability to influence senior stakeholders, elected Members, and external partners
