In this role you will lead the HRA budget cycle and year-end reporting, providing financial guidance to managers and councillors. Responsibilities

  • Lead the annual revenue and capital budget for the Housing Revenue Account (HRA) and the HRA year-end statement in line with statutory reporting
  • Manage financial performance of allocated services and provide financial advice to Service Managers, Senior Management, and Councillors
  • Support progression of corporate initiatives ensuring compliance with financial legislation and policies
  • Collaborate with colleagues to deliver services professionally and in accordance with statutory requirements
  • Contribute to financial planning and management in a changing operational environment

Key requirements

  • Experience in Finance Business Partnering within HRA or Housing, including budget monitoring, funding and reserve monitoring, establishment monitoring, statutory returns, and financial advisory support
  • Supervisory experience overseeing accounting services
  • Advanced use of accounting tools and applications (financial ledgers, Excel with pivot tables, financial modelling, financial appraisals)
  • Knowledge of accounting principles, investment appraisal techniques, and budgetary control
  • Experience in financial management and planning; ability to operate in a changing environment
  • Qualification in CIMA, ACA, ACCA, or CIPFA (desirable)
  • Local government experience (advantageous)
