Role Overview

This role sits within the National Taxation team of District Valuer Services (DVS). The National Taxation team provide valuations and advice for National Taxation purposes on behalf of HMRC, MHCLG and DWP. This is a technical surveying and leadership role. It is an excellent opportunity to lead on high profile and complex casework in National Taxation, Community Infrastructure Levy, Right to Buy and DWP Benefits. You will work within a fast-paced team to meet increased client requirements. Using your knowledge, skills and experience you will provide technical leadership, guidance, and valuation advice to clients. This role will be covering a wide geographical area for inspection and case management purposes, you will be expected to travel and spend time in London and other VO locations in connection with this role, which may include overnight stays. DVS is the business stream tasked with providing a range of statutory and non-statutory functions, many of which date back to the founding of the VO in 1910. These are:

  • Provision of advice on valuations and apportionments for national taxation purposes.
  • Provision of valuations and property advice for Other Public Bodies (OPBs) to support their implementation of a wide range of regulatory and legislative functions.
  • The delivery of government policies and estate strategies in situations where there is a property requirement related to the exercising of a public function and or public money is involved.
  • This majority of the work is untied and undertaken on a contractual ‘earned funding’ full cost recovery charging basis. Some is fix funded.

Key responsibilities

  • Support the DVS management team by working closely with Team Leaders and the Sector Head to maintain a diverse, agile workforce, enabling the effective redeployment of skills across the sector to meet quality standards and deliver against budgetary targets.
  • Lead the delivery and review of complex and high-profile National Taxation valuation casework, including HMRC and DWP valuations supporting the administration of Benefits, Right to Buy and Community Infrastructure Levy ensuring effective risk management, quality assurance, timely delivery and the appropriate realisation of tax yield.
  • Providing Trade related valuations and Development Appraisals with a significant focus on the London geographical area.
  • Collaborate with a broad range of specialists on technical and policy issues.
  • Providing detailed technical guidance, training, and mentoring to caseworkers supporting capability development and the consistent application of valuation standards.
  • Report to a wide range of stakeholders, up to and including senior officials and Ministers where necessary.
  • Drive improvements in customer satisfaction and overall taxpayer experience
  • Act as an expert witness, appearance before arbitrators and tribunals, and preparing submissions of evidence to independent experts and Lands Tribunals where required.

Person specification

Our ideal candidate will have advanced technical surveying knowledge. The role requires excellent stakeholder engagement skills, the confidence to understand and appropriately challenge client requirements, and the ability to manage risk effectively. You will also be able to coach and support colleagues whilst maintaining awareness of the wider political, economic, environmental and legislative context.

Essential Requirements

  • Full MRICS or FRICS. You must willing to work towards or already hold Registered Valuer status through RICS Valuer Registration Scheme (VRS), criteria as determined by the RICS is as follows: Regulatory Rules
  • Advanced technical surveying knowledge, underpinned by a strong understanding of relevant legislation, case law and professional practice relating to taxation, with the ability to use sound judgement, technical expertise and negotiation skills to deliver high quality outcomes in complex valuation cases.
  • Strong and inclusive leadership skills, with the ability to deliver organisational objectives champion innovation and sharing of best practice, while providing coaching, mentoring and technical guidance to develop capability and support the successful delivery of complex casework.
  • Strong communication skills, with the ability to build credible relationships and influence a range of stakeholders.
  • Awareness of the wider political, economic, social, technical, environmental, and legislative context that impact the profession, with the ability to apply problem-solving techniques and sound technical and professional judgement, to identify and mitigate risks.
  • Experience of delivering projects or services to high quality standards using effective prioritisation skills to manage competing demands.
  • Full UK driving licence – There may be the need for occasional travel to London and other VO locations across the UK with some overnight stays required to support business need. We are reasonable with our expectations and provide flexible working arrangements to support this need.
