Payroll Compliance Manager, EMEA

Overview

In this role you will design and lead EMEA payroll compliance, ensuring alignment with regional and country-specific requirements while supporting system enhancements. You will work with HR Technology, Legal and regulators to translate changes into practical guidance and drive process improvements. The position sits within TikTok’s HR Operations team, focusing on accurate compliance, risk management, and an excellent employee experience. Your work will impact multiple countries and delivery models, shaping scalable payroll processes across the region.

Responsibilities

• Design and implement EMEA-wide payroll compliance frameworks with country depth and regional consistency
• Monitor regulatory changes regionally and translate impact into updates to policies and operations
• Ensure payroll operations comply with labor, tax and related laws
• Maintain country-level compliance white papers covering statutory payroll, employment tax, social security, and reporting
• Translate regulatory changes into operational guidance, processes, and system controls
• Provide input to system development, implementation and automation for payroll compliance
• Coordinate with government authorities and regulatory bodies as appropriate
• Collaborate with HR Technology, Product Team and Legal to enhance payroll systems for compliance
• Manage audits, compliance reviews and regulatory inquiries across the region

Key requirements

• Bachelor’s degree in Finance, Accounting, Business Administration, Human Resources Management or related field
• Minimum 5 years of hands-on experience in EMEA payroll and tax compliance
• Experience in internal risk reviews covering payroll compliance
• Proven expertise in payroll compliance and administration with tax consulting background
• Experience leading payroll tax audits and resolving complex issues
• Ability to build frameworks and documentation from scratch in evolving environments
• Strong knowledge of EMEA payroll and HR systems (e.g. Workday, ADP Global View)
