Overview
In this role you will support and deputise for the Planning Applications Team Leader, driving the delivery of a busy Development Management service. You will oversee complex applications, mentor staff, and contribute to strategic planning and continuous service improvement. The position sits at the heart of Havering’s growth and regeneration agenda, shaping developments in line with the Local Plan. You’ll engage with councillors, developers and communities to secure high-quality planning outcomes.

Responsibilities
- Assist in leading and managing the Planning Applications Team and deputise for the Team Leader
- Manage and determine complex and strategically important planning applications
- Supervise and support planning officers, promoting high performance
- Prepare and present reports on major and controversial applications to Planning Committee
- Provide high-quality pre-application advice and negotiate planning obligations
- Represent and defend the Council’s decisions at appeal
- Collaborate with councillors, developers, consultants and local communities
- Contribute to service planning, performance management and continuous improvement
- Foster strong relationships with internal and external stakeholders to achieve successful project outcomes
Key requirements
- Fully RTPI-accredited degree in Planning or equivalent degree with substantial relevant post-qualification planning experience
- Eligibility to become a Chartered Member of RTPI
- Significant experience with complex planning applications and development management
- Experience supervising or managing staff in a planning environment
- Strong knowledge of planning legislation, policy and local government processes
- Excellent negotiation, communication and report-writing skills
