Senior Cost Engineering (Project Controls) – Energy Infrastructure

Overview

As a Senior Cost Engineer, you lead cost control across projects of varying size within the Energy & Natural Resources division. You will manage cost data, baselines, and reporting to support timely, value-driven decisions for complex programmes. You collaborate with the Integrated Project Team to align budgets with project structures and ensure cost targets, quality standards, and client objectives are met. Responsibilities

• Tailor cost control approaches to client needs and best practices
• Implement and maintain cost control systems tracking budgets, commitments, expenditures, and forecasts
• Establish and support a robust Performance Measurement Baseline (PMB) with the project team
• Develop CBS and align budgets with WBS to track costs
• Map estimates to WBS and set budgets against Work Packages and Control Accounts
• Adhere to NEC or FIDIC processes for cost data management and reporting
• Lead accruals to reflect Actual Cost of Work Performed (ACWP) accurately
• Support change process with cost information for change notices and forecasts
• Update forecasts to reflect Estimate To Complete (ETC)
• Ensure cost capture requirements and PO/WOs alignment to monitor costs
• Align POs with CBS for clear Cost Performance Indices at project level
• Validate supply chain data to support forecasting, trends and reporting
• Interact with Management/Leadership when delivering cost control updates on complex projects
• Demonstrate leadership while developing delivery and cost control capability within the team
• Guide and influence project controls processes and reports on complex programmes

Key requirements

• Professional Project Controls experience in Cost Engineering/Control across project lifecycles
• Detailed understanding of Earned Value Management (EVM), progress reporting, forecasting, and performance reporting
• Strong communication and leadership abilities with experience coaching and developing a diverse team
• Ability to obtain BPSS security clearance
• Member of a relevant professional body (e.g., APM, PMI)
• Familiarity with different cost performance reporting and forecasting techniques
• Experience leading Cost Control Assurance activities within project performance cadence
• Understanding of interactions between Cost Control and Scheduling, Risk, Reporting, Change Control (desirable)
• Excellent verbal and written communication skills
• Ability to make risk-based decisions under uncertainty and navigate conflict
