Overview

As a Liquidity Policy Vice President in London, you will lead prudential policy interpretation across UK and EU requirements while partnering with global teams, notably the US, to ensure consistent policy outcomes. You will shape Morgan Stanley’s internal liquidity positions, evaluate regulatory developments, and represent the firm in industry fora. The role supports enterprise risk governance and strategic decision-making by aligning policy with the firm’s risk appetite. Responsibilities

  • Provide policy leadership on prudential regulation (Basel, CRR/CRD, PRA rules) and related supervisory guidance
  • Develop defensible policy interpretations applicable across US, EMEA, and Asia-Pacific businesses
  • Advise on liquidity regulatory implications for strategic initiatives and balance-sheet changes (UK and EU focus)
  • Develop internal policy positions on liquidity-related prudential requirements
  • Review UK/EU regulatory standards and respond with Morgan Stanley policy positions to consultations
  • Represent Morgan Stanley in industry fora and working groups
  • Provide technical leadership on balance sheet, capital, and liquidity optimization
  • Contribute to projects implementing new regulatory requirements and support new business initiatives
  • Support policy issues beyond liquidity and advise business units on new products and transactions
  • Collaborate with Finance, Risk and other teams to ensure enterprise risk alignment and governance for regulatory changes

Key requirements

  • Up-to-date knowledge of prudential regulatory frameworks (Basel, CRR, PRA, FCA) and liquidity requirements (LCR, NSFR)
  • Experience in a regulator, regulatory control, or treasury function with broad asset class exposure
  • Professional qualification beneficial (CA/CPA/ACCA) but not essential if comparable experience
  • Strong judgement in complex, ambiguous situations balancing technical and commercial risk
  • Strong influencing and communication skills with credibility at senior levels
  • Desire to learn and coach others
  • Ability to work with virtual teams across regions
  • Aptitude for fast-changing environments
  • Prudential regulatory knowledge (Basel standards, CRR/CRD)
  • UK/EU liquidity requirements (LCR, NSFR)
