Overview
In this role you will provide senior procurement expertise across the Council’s Operations service area, leading high-value, complex procurements to deliver services to residents. You will collaborate with frontline teams across highways, housing, fleet, and more, ensuring compliant procurement activity and contract delivery. You will work with NEC and JCT contracts, shaping outcomes through robust governance and project management. This is a strategic, impact-driven position in a transforming authority.

Responsibilities
- Lead end-to-end procurement across Operations, delivering high-value contracts for works, goods and services
- Advise and support frontline teams across highways, housing, fleet, waste and environmental services
- Ensure compliance with public procurement regulations and governance for contracts
- Manage procurement activity within NEC and JCT contract frameworks
- Support delivery of services to residents through effective commissioning and contract management
- Provide expert procurement guidance and project management to drive transformation programmes
Key requirements
- Significant experience in a senior procurement role
- Strong knowledge of public sector procurement legislation
- Experience working with NEC and JCT contracts
- Degree-level qualification in Procurement, Supply Chain Management or related field, or MCIPS (or working towards)
- English language fluency for customer-facing duties
- Ability to work in a hybrid model with in-office presence required (minimum two days per week)
