Overview

In this Place & Regeneration Manager role, you will coordinate and deliver major regeneration programmes across Leeds, shaping housing, culture, economy and infrastructure. You’ll work across cross‑functional teams and partners to unlock investment and steer masterplans with real, long‑term community impact. The role combines strategic thinking with hands‑on delivery, demanding commercial and technical acumen and proactive leadership. Responsibilities

  • Coordinate major anchor project activity and site initiatives to advance housing, culture, heritage, and transport regeneration
  • Broker delivery solutions through internal and external partnerships and manage stakeholder consensus
  • Involve major investors, developers, and housing providers to secure inward investment and housing provision
  • Author and appraise funding bids and undertake viability assessments to support regneration delivery
  • Oversee commercial, financial management, and governance aspects including budgeting and risk management
  • Coordinate technical work and lead intelligent clienting of specialists (legal, surveying) as needed
  • Produce regeneration visions, masterplans, and development briefs; support Local Planning Authority policy
  • Engage communities and stakeholders to align plans with council objectives and public engagement
  • Manage and mentor team members to support service plan delivery and staff wellbeing
  • Prepare reports up to Executive Board level and brief elected members on progress and investment cases

Key requirements

  • Degree or equivalent qualification
  • Desirable professional accreditation (RTPI, RICS, RIBA, or CIH)
  • Experience delivering regeneration/place-based outcomes in built environment sectors
  • Knowledge of legislation, funding, policy, and commercial delivery related to regeneration
  • Ability to lead negotiations with a range of stakeholders and manage complex partnerships
  • Strong data analysis, reporting, and presentation skills
  • Experience with financial regulations and budget management
  • Ability to work in politically sensitive environments and build professional networks
  • Experience developing masterplans, development briefs, or regeneration frameworks
