Overview
In this role you will shape long-term capital investment for a substantial social housing portfolio, applying asset data and regulatory insights to drive strategic decisions. You will lead a small team and work with senior leaders to align investment plans with business goals, compliance and sustainability. The role offers visibility at board level and a chance to influence portfolio performance and resident outcomes. You will operate in a regulated housing environment, using evidence-based approaches to balance compliance, value-for-money and customer experience.

Responsibilities
- Lead strategic asset investment planning and capital programme development
- Conduct asset option appraisals, whole-life costing and NPV modelling for investment decisions
- Advise on asset disposal, regeneration, redevelopment and stock rationalisation
- Manage asset intelligence systems and ensure data accuracy for decision-making
- Produce strategic reports and recommendations for senior leadership and boards
- Support compliance with housing and building safety legislation and regulatory frameworks
- Lead business cases, feasibility studies and procurement for capital projects
- Oversee complex disrepair matters with legal and operational teams to mitigate risk
- Act as technical adviser to senior leaders on long-term strategy and planning
Key requirements
- Significant experience in strategic asset management, capital investment planning or property portfolio management in social housing
- HND (Level 5) in Building Surveying, Asset Management, Construction, Property Management or related discipline
- Experience delivering long-term asset investment programmes based on stock condition, compliance and performance data
- Expertise in asset management systems, data analytics, lifecycle forecasting and investment modelling
- Experience with NPV modelling, option appraisals, business case development and value-for-money assessments
- Strong understanding of social housing asset management, compliance, building safety and property legislation
- Experience presenting strategic recommendations to senior leaders, boards or committees
- Excellent stakeholder management, communication and influencing skills
- Ability to translate complex asset data into clear investment strategies
- Professional membership (RICS, CIOB, CIH or similar) and related qualifications are advantageous
