About you

  • A recognised degree in Quantity Surveying, Construction Management, or Commercial Management
  • Membership or actively working towards professional membership with RICS (Royal Institution of Chartered Surveyors)
  • Significant experience in maintenance, project cost management, and contract administration, preferably within social housing or similar public sector environments
  • Extensive knowledge of maintenance, planned works, responsive repairs, and servicing contracts
  • Strong commercial acumen with the ability to prepare detailed estimates, evaluate tenders, and oversee financial reporting processes confidently
  • Excellent stakeholder engagement skills, capable of building strong relationships with contractors, internal teams, and external partners
  • Comprehensive understanding of RICS standards as well as NEC/JCT contractual frameworks
  • Full clean driving licence and access to suitable transportation for travel across various sites in Northern Ireland
  • Proven decision-making and problem-solving skills with a proactive approach to project challenges

What you’ll do

  • Lead the preparation of detailed, accurate cost estimates and budgets for a diverse range of maintenance, refurbishment, and planned works projects, ensuring all estimates are robust and achievable
  • Support the procurement process by developing tender documentation, evaluating contractor bids, and negotiating contracts to secure the best value for money
  • Manage all aspects of contract administration, including payments, valuations, variations, and claims, ensuring contractual compliance and timely delivery
  • Work closely with operational teams to ensure the successful delivery of responsive repairs, cyclical maintenance, and extensive refurbishment projects within predetermined budgets and deadlines
  • Monitor project costs, analyse financial performance, and prepare comprehensive reports on expenditure, project forecasting, and cost savings opportunities
  • Foster and maintain strong professional relationships with contractors, consultants, and key internal stakeholders to facilitate smooth project progression and resolve any issues promptly
  • Participate in strategic planning sessions, providing commercial insight and supporting continuous improvement initiatives across projects and contracts
  • Ensure all projects comply with current health and safety standards, legislative requirements, and internal policies to uphold the organisation’s high standards of quality and safety
