About The Role

Job Purpose:

To provide strategic leadership and oversight of Quality, Health, Safety andEnvironmental (QHSE) management across the business, ensuring effectivegovernance, legal and regulatory compliance and robust assurance arrangementsacross all operations.

The role is responsible for developing a proactive QHSE culture, overseeing riskmanagement and assurance activities, monitoring operational performance and drivingcontinual improvement across construction, maintenance, retrofit and renewableactivities.

Working collaboratively with the operational teams this role will ensure QHSErequirements are embedded within business processes and that the company continuesto meet its obligations as an employer, contractor and Principal Contractor, together withapplicable management system, certification and accreditation requirements.

Duties:

  • Provide leadership and direction for QHSE across the organisation, ensuring appropriate standards, controls and assurance arrangements are established and maintained.
  • Identify and analyse Quality, Health, Safety and Environmental risks and opportunities, developing proportionate action plans and improvement initiatives.
  • Promote a proactive and positive QHSE culture, encouraging ownership, accountability, engagement and continuous improvement at all levels of the organisation.
  • Act as a subject matter expert and provide competent QHSE advice and guidance to senior management, operational teams and other stakeholders.
  • Lead, manage and develop the QHSE team, establishing clear responsibilities, objectives and performance expectations and ensuring the function has appropriate competence and capacity to support the business.

Health & Safety:

  • Establish and oversee effective risk management and risk assessment arrangements across the business, ensuring significant hazards are identified and proportionate controls are implemented.
  • Provide competent advice and support to operational managers in the development and review of risk assessments, RAMS and safe systems of work, ensuring ownership of operational risk remains appropriately embedded within operational management.
  • Ensure suitable arrangements are maintained for higher-risk activities including, where applicable, working at height, asbestos, electrical and gas activities, lifting operations, hazardous substances and other construction-related risks.
  • Oversee QHSE audits, inspections and assurance activities across operational sites and office locations. · Provide oversight of the company’s arrangements for compliance with the Construction (Design and Management) Regulations 2015, including the effective discharge of responsibilities when acting as Principal Contractor & Principle Designer.
  • Provide leadership and oversight to the CDM Site Safety Management team, ensuring appropriate site assurance, inspection, reporting and escalation arrangements are maintained.
  • Oversee the company’s arrangements for accident, incident, near-miss and hazardous occurrence reporting and investigation, ensuring significant events are promptly escalated and proportionately investigated.
  • Lead investigations into serious or significant incidents & provide competent advice regarding statutory reporting requirements.
  • Analyse incident and accident data to identify trends and ensure lessons learned are translated into improvements to risk controls, procedures, training and operational practices.
  • Lead the company’s Health & Safety Committee/Safety Forum, ensuring appropriate representation from across the organisation and using the forum to review performance, share learning and identify improvement opportunities.

Quality Management:

  • Lead the development and continual improvement of the company’s Quality Management arrangements, ensuring operational processes, assurance activities and corrective actions support consistent standards of workmanship and service delivery.
  • Oversee arrangements for identifying, recording, investigating and managing quality non-conformances.
  • Establish and monitor appropriate QHSE key performance indicators (KPIs) to measure performance and the effectiveness of controls.
  • Prepare and present regular QHSE reports to the Head of People & Governance highlighting performance, trends, significant risks, incidents, non-conformances, audit findings and areas requiring improvement.
  • Oversee the company’s QHSE internal audit and assurance programme, ensuring appropriate coverage of operational activities, management systems, statutory requirements and relevant certification and accreditation requirements.
  • Develop, implement and maintain appropriate QHSE policies, procedures, standards and supporting documentation.
  • Provide QHSE leadership and support for the maintenance of relevant management systems, certifications, accreditations and registrations, including ISO 9001 and ISO 14001 and, where applicable, PAS 2030/2035, MCS and other applicable accreditations.
  • Act as an appropriate QHSE contact for external auditors, certification bodies, consultants, clients and regulatory authorities.
  • Work with relevant internal owners to support ongoing compliance with applicable trade associations, registrations, accreditations and certification schemes.

Environmental Management:

  • Provide leadership and oversight of the company’s environmental management arrangements and promote continual improvement in environmental performance.
  • Ensure applicable environmental risks, impacts, legislation and reporting requirements are appropriately identified and managed.

Legal & Regulatory Compliance:

  • Maintain oversight of applicable legislation and regulatory developments, ensuring relevant changes are identified, assessed and communicated to affected areas of the business.
  • Oversee periodic evaluation of compliance against applicable legal and regulatory requirements and ensure identified gaps are appropriately addressed.

Supply Chain & Subcontractor Assurance:

  • Contribute to the management and development of the company’s approved subcontractor supply chain, including due diligence, approval, onboarding and ongoing compliance and performance monitoring.
  • Ensure appropriate QHSE requirements are embedded throughout the subcontractor management process, providing specialist review and challenge where required.
  • Support the ongoing growth of a reliable, compliant and high-quality approved subcontractor network, identifying areas of risk, addressing poor performance and driving continuous improvement across the supply chain.

Skills/Qualifications:

Essential:

  • NEBOSH National General Certificate in Occupational Health and Safety or equivalent.
  • Strong working knowledge of UK health and safety legislation, including the Health and Safety at Work etc. Act 1974 and Construction (Design and Management) Regulations 2015.
  • Strong understanding of risk management, risk assessment, RAMS and safe systems of work.
  • Good working knowledge of ISO 9001 and ISO 1401 management systems and associated audit and continual improvement principles.
  • Understanding of current environmental legislation, environmental management requirements and reporting obligations.
  • Strong leadership, communication and interpersonal skills.
  • Proven ability to lead, influence and drive behavioural and cultural change.

Desirable:

  • NEBOSH National Diploma in Occupational Health and Safety, equivalent Level 6 qualification or demonstrable equivalent professional competence.
  • Relevant environmental qualification such as an IEMA qualification, IOSH Managing Environmental Responsibilities or equivalent.
  • Membership of an appropriate professional body such as IOSH and/or IEMA.
  • Relevant internal or lead auditor qualification.
  • Understanding of PAS 2030/2035, MCS and other certification/accreditation requirements applicable to construction, retrofit, heating, electrical and renewable activities.

Experience Required:

  • Minimum of five years’ relevant experience within a Health & Safety or QHSE role, preferably within construction, property maintenance, social housing, engineering, retrofit or a similarly regulated environment.
  • Proven experience of leading and managing a team of QHSE or related professionals.
  • Demonstrable experience of operating at both strategic and operational levels and implementing effective QHSE management and improvement programmes.
  • Experience of developing, implementing and maintaining QHSE policies, procedures, management systems and assurance arrangements.
  • Experience of managing or contributing to ISO 9001 and ISO 14001 management systems, including internal auditing, corrective action and continual improvement.
  • Experience of developing and managing QHSE audit and assurance programmes across multiple operational workstreams or locations. · Experience of leading or overseeing significant accident and incident investigations, including root-cause analysis and implementation of corrective actions. · Experience of working within CDM requirements.
  • Experience of designing, coordinating or delivering QHSE training and engagement programmes.
  • Experience of working with external auditors, certification bodies, clients and other relevant external stakeholders.
  • Experience within construction and maintenance contracts and familiarity with relevant industry accreditations and certification schemes is highly desirable.
