Overview

In this role you will lead and advise on energy and carbon management to support the Health Board’s targets for CO2 reductions. You will report to the Head of Operational Estates and the Chief Engineer, coordinating with project managers and external organisations to ensure compliance with national and CRC reporting standards. You will drive a low-carbon agenda across all properties, managing utility data, contracts, and capital planning related to energy. The position combines strategic vision with hands-on project governance in a large public sector energy program.

Responsibilities

  • Provide specialist energy advice on engineering systems and energy conservation across Health Board properties
  • Lead CRC process management and final recommendations
  • Monitor utility consumption data and generate annual CRC-compliant reports
  • Set strategic energy targets and criteria for major capital development projects
  • Manage contracted utility companies and Coordinate with Shared Service Partnership for Wales
  • Communicate with project managers and stakeholders, including external organisations, to align energy strategy

Key requirements

  • Essential: Degree in Mechanical or Electrical Engineering or equivalent
  • Evidence of continued professional development in Energy/Carbon Management
  • Qualified as Non-Domestic Energy Assessor and registered with Display Energy Certificate Accreditation Scheme
  • Experience in public sector engineering knowledge and large project design/specification
  • Experience in utility supply management and contract negotiations
  • Evidence of reporting to Senior Officer and Board Level on recommendations
  • Desirable: Accredited Energy Assessor Qualification
  • Desirable: CPD in Carbon Management
  • Strong communication with cross-functional teams
  • Adaptability and flexibility in changing priorities
  • Stakeholder management and negotiation skills
  • Carbon management legislation and Carbon Reduction Commitment (CRC)
  • Energy reporting and data analysis
  • Contract management for utility services
