Overview

As Public Sector Bid Manager, you lead end-to-end onboarding onto CCS or similar UK public sector frameworks, from strategy to submission. You coordinate cross-functional inputs, govern timelines and risk, and deliver compliant, evidence-based bid responses that win framework admission. You’ll work closely with senior leaders to shape strategy, lots selection, and an efficient handover pack for future reuse. This is a senior, hands-on role with real impact on public sector framework enablement and contract success.

Responsibilities

  • Develop CCS framework strategy and bid plan
  • Assess appropriate lots, categories and positioning
  • Own project plan, milestones, dependencies and risks
  • Coordinate input across leadership, finance, legal, HR and other teams
  • Lead development and refinement of bid responses and supporting documentation
  • Ensure responses are compelling, evidence-based and fully compliant
  • Identify gaps, risks and requirements and drive resolution
  • Manage governance, approvals and submission readiness
  • Provide progress reporting to senior stakeholders
  • Create handover pack and reusable framework/bid assets after submission

Key requirements

  • Proven track record of getting organisations onto CCS or similar public sector frameworks
  • Strong UK public sector bid/tender experience in consulting, professional services, technology or complex services
  • Experience leading bids as projects rather than just writing responses
  • Excellent stakeholder management and ability to challenge senior leaders
  • Strong written communication to translate complex information into clear, persuasive responses
