Overview
In this role, you will co-ordinate and deliver complex property projects across council-owned assets to support regeneration and inclusive growth in Leeds. You’ll work within the Land & Property team to drive value for money, manage a portfolio, and lead a valuation and corporate advisory effort while mentoring junior staff. The role is anchored in strong stakeholder engagement with residents, politicians and partners, combining technical property expertise with strategic delivery. You’ll contribute to Leeds Ambitions and the city’s economic growth through disciplined, compassionate leadership.

Responsibilities
- Coordinate and manage priority property work streams across portfolios
- Manage landlord and tenant work, disposals and acquisitions
- Oversee asset valuation programme and sign-off valuations in line with RICS Red Book
- Provide Corporate Real Estate Project Advisory on acquisitions/disposals/development agreements
- Contribute to feasibility studies and planning-adjacent advice for regeneration
- Involve in development opportunities and land/property transactions
- Supervise and mentor junior staff and coordinate cross-Council projects
- Deliver workloads within budgets and procurement processes
- Support improvements in service delivery and cross-Council collaboration
Key requirements
- Degree or degree-level professional qualification
- MRICS professional membership (or equivalent)
- Understanding of local government/public sector dynamics
- Knowledge of property development, planning briefs and development processes
- Experience with property transactions, valuations and portfolio management
- Experience managing projects, budgets and cross-functional teams
- Ability to engage with residents, businesses, politicians and stakeholders
- Experience in risk mitigation and problem solving
- Experience delivering value for money services and meeting council priorities
