Evaluation and Benefits Management Technical Specialist (Associate/Technical Director – Transport Planning)

Overview

In this Technical Specialist role within the Transportation team, you will lead evaluation and benefits management work to grow the practice. You’ll provide technical leadership, engage clients, and deliver projects while helping win work and develop the team. You’ll collaborate with cross-functional leaders to shape robust evaluation strategies and innovative methodologies. Your work will influence major transport programs and contribute to a more sustainable infrastructure future.

Responsibilities

• Lead development and execution of strategic initiatives to grow evaluation and benefits management
• Manage client and stakeholder engagement with public sector, private sector, and infrastructure operators
• Oversee delivery of complex evaluation projects and bolster technical capability
• Identify and pursue new business opportunities; participate in bids and proposals
• Support recruitment, mentoring, and development of the evaluation team; foster collaboration and continuous improvement
• Collaborate on multidisciplinary projects across lines of business

Key requirements

• Extensive experience in the evaluation field
• Higher degree in a relevant field (Transport Planning, Civil Engineering, Urban Planning)
• Chartered Status or membership in CIHT, TPS, or UK Evaluation Society
• Practical experience applying mixed methods in evaluation
• Proven theory-based and quasi-experimental evaluation design experience
• Proven track record in design and implementation of Benefits Management
• Strong analytical competencies (datasets, statistics, economics, social value)
• Strong leadership, team management and mentoring capabilities
• Excellent communication, negotiation and interpersonal skills
• Proven ability to manage complex projects and deliver results
• Knowledge of transport planning principles, policies, and UK & Ireland regulations
• Understanding of how AI platforms can assist evaluation and benefits management projects
