Overview

As a TRO Consultant in AECOM’s Highways & Complete Streets team, you lead the TRO lifecycle for highways and transport schemes across the UK. You will work with project teams, authorities, engineers and legal colleagues to move TROs from proposal through consultation to statutory completion. You’ll handle data, drawings and stakeholder reports, contributing to safe, accessible road networks. This role combines technical coordination with cross‑functional collaboration to deliver major highway projects with real community impact.

Responsibilities

  • Coordinate the full TRO lifecycle from proposal to completion
  • Review and collate information from engineers, planners and stakeholders
  • Interpret highway drawings and maps to support TRO proposals
  • Coordinate consultation and liaise with Legal Services and statutory stakeholders
  • Liaise with local authorities, engineers, legal teams and councillors
  • Prepare clear and professional reports and responses to enquiries
  • Review legal and statutory documentation
  • Maintain accurate TRO records, databases and documentation
  • Prepare and coordinate TRO documentation, notices and supporting information
  • Support coordination of TRO meetings, consultations and stakeholder engagement

Key requirements

  • Proven experience preparing and progressing TROs
  • Good understanding of statutory TRO processes and consultation requirements
  • Strong organisational skills and attention to detail
  • Strong written and verbal communication skills
  • Experience working with local authorities, legal teams and technical professionals
