Job overview

The Programme Training Manager is a senior leadership role responsible for overseeing the governance, planning, assurance and coordinated delivery of the ERP training workstream across all North West London Trusts and NWLPS.

The postholder will provide programme-wide leadership to ensure training readiness supports the successful deployment of Oracle Fusion ERP and the Local Finance Shared Services Centre (LFSSC) operating model.

Working closely with Programme Board members, senior Trust leaders, PMO, Accenture, Trust Training Leads and operational teams, the postholder will translate strategic objectives into a consistent training operating model, establishing standards, controls and delivery plans across multiple deployment waves.

The role requires significant autonomy to resolve complex training, scheduling, resource and readiness challenges, provide evidence-based recommendations, and support decision-making within programme governance frameworks.

The postholder will ensure a high-quality, well-coordinated training experience for all learners.

Main duties of the job

Lead the planning, governance and delivery of the ERP end-user training programme across all North West London Trusts and NWLPS. Develop and maintain training schedules aligned to deployment waves, coordinating logistics, learner communications and training delivery through classroom, virtual and blended approaches.

Chair the Programme Training Working Group and work closely with Trust Training Leads, Change Champions and trainers to ensure delivery against agreed training strategies, standards, milestones and readiness criteria.

Coordinate Train-the-Trainer and UAT tester training, ensuring timely access to materials, training environments and programme updates.

Manage dependencies between training, system build, testing and go-live activities, resolving risks, resource constraints and scheduling conflicts. Oversee training materials, localisation, quality assurance and version control.

Provide authoritative reporting, forecasts and specialist advice on training readiness, governance, compliance and change impacts, supporting Programme Boards and senior stakeholders to make informed decisions.

Detailed job description and main responsibilities

Trainer Coordination

  • Provide functional leadership to the network of Trust Training Leads and trainers, setting expectations for trainer nomination, capability, preparedness and delivery ahead of Train-the-Trainer sessions.
  • Provide authoritative specialist advice to senior managers, Trust Training Leads and trainers on training governance, compliance, readiness, capability and change impacts.
  • Support NWL Trusts Programme team to onboard confirmed trainers with timely access to materials, the training environment, and relevant programme updates; monitor availability and elevate attendance risks promptly. Support each Trust to identify, nominate, and confirm trainers and back-ups ahead of TTT sessions.

UAT Testers training coordination

  • Coordinate and schedule training for identified UAT Testers.
  • Support Trusts and Trainers to onboard confirmed UAT testers with timely access to materials and the training environment; monitor availability and elevate attendance risks promptly.

Training Materials

  • Define and agree with Trusts the required end-user training materials e.g. PPT, Quick Reference Guides, Videos etc.
  • Set and assure programme standards for the localisation, approval, version control and publication of training materials across Trusts, ensuring content remains accurate, accessible and aligned to approved processes.
  • Support training content upload and manage the distribution of pre-reading materials to all attendees ahead of sessions.

Tracking & Reporting

  • Act as business owner for programme training information, defining data standards and controls for learner registers, role mapping, completion and readiness reporting; assure data quality and provide authoritative reporting to programme governance.
  • Own and resolve training risks relating to completion shortfalls, resource constraints and scheduling conflicts; determine mitigating action within delegated authority and elevate only matters requiring Programme Board decision.

Administration & Post-Go-Live

  • Establish and oversee programme-wide controls for bookings, attendance, completion and evaluation data; analyse findings and direct continuous improvement of training materials, delivery methods and learner support.
  • Coordinate training environment provisioning with technical teams and manage learner access to the Oracle Fusion ERP training environment.
  • Lead the planning and deployment of post-go-live learning support, including floor-walking, lunch-and-learn sessions and job aids, directing Trust Trainers and Change Champions to meet agreed adoption priorities.

Person specification

Education and qualifications

  • Postgraduate diploma-level knowledge or equivalent specialist experience in learning and development, programme/change management, business administration or a related discipline, supported by evidence of continuing professional development.
  • English and Mathematics GCSE or equivalent
  • Educated to A Level, NVQ level 3 in Business and Administration or equivalent experience

Experience

  • Experience coordinating training in a large or multi-site organisation:
  • Managing schedules, bookings, and communications across different teams at the same time.
  • Significant experience of coordinating training within a large-scale transformation programme
  • Experience of delivering presentations, workshops and training sessions to large and varied groups
  • Understanding of ERP systems and business processes within Finance and Procurement.
  • Knowledge of NHS governance, organisational structures and workforce planning.
  • Proven ability to build and maintain effective relationships with stakeholders at all levels of an organisation.
  • Significant experience of providing functional or professional leadership to a dispersed training network, setting standards and assuring capability and delivery.
  • Experience of managing complex programme-wide risks, dependencies and competing resource demands, with authority to determine and implement corrective action
  • Experience of developing and implementing governance frameworks, operating procedures, evaluation approaches and readiness criteria across a multi-organisational programme.
  • Previous involvement in a large technology or systems change programme
  • Familiarity with finance or procurement processes in an NHS setting
  • Experience of monitoring budgets or expenditure, developing forecasts and delivering value for money within delegated financial controls

Skills and Knowledge

  • Confident using Microsoft 365 tools – particularly Outlook, Teams, and Excel – to manage information, track progress, and communicate clearly
  • Comfortable producing straightforward reports and records for a management audience, with a strong attention to detail
  • Experience coordinating training in a large or multi-site organisation: managing schedules, bookings, and communications across different teams at the same time.
  • Highly organised and dependable, able to keep multiple workstreams moving without things falling through the cracks
  • Strong influencing and negotiation skills, with the ability to gain engagement and commitment from stakeholders.
  • Ability to adapt communication approaches to meet the needs of different audiences and learning styles
  • Experience of producing high-quality written materials, including training documentation, reports, guidance notes and communications.
  • Experience supporting a training or learning function, including working with online training platforms
