How you’ll make a difference

Join a service that plays a key role in managing and maintaining the councils diverse property portfolio. As Buildings Manager, you will lead a multi-disciplinary team of building surveyors and mechanical and electrical engineers, delivering expert technical services across corporate, investment and schools assets. You will be responsible for ensuring capital projects, planned maintenance programmes and reactive works are delivered safely, compliantly, on time and within budget, while driving a proactive approach to asset management that maximises building performance, supports statutory compliance and contributes to the councils net-zero carbon and sustainability ambitions.

What you will be doing

  • It will be your responsibility to provide leadership, line management and professional development for a team of six direct reports, creating a positive and collaborative working environment that supports high performance, wellbeing and continuous improvement.
  • Overseeing the day-to-day delivery of building fabric and mechanical and electrical (M&E) repairs and maintenance (R&M), you will manage term service contracts where appropriate and ensure services are delivered effectively within the corporate estate budget of 750k.
  • You will identify and implement value-for-money initiatives, improving estate performance, reducing operational and lifecycle costs, and ensuring services contribute to the achievement of the council’s strategic objectives.
  • Leading the delivery of the M&E elements of the schools R&M programme, you will ensure works are prioritised and delivered effectively within an average annual budget of 2m. In addition, you will also manage the development and delivery of the M&E elements of the corporate estate R&M programme, ensuring projects are planned and delivered within an average annual budget of 850k.
  • It will be important to establish and maintain strong relationships with internal and external stakeholders, using effective contract management, performance monitoring and supply chain engagement to drive efficiencies and maximise value for money.
  • A key aspect of your role will be preparing and presenting operational reports, analysis and technical advice to elected members and colleagues, supporting informed decision-making and ensuring compliant service delivery.
  • You will support the management of operational risks and service improvement activities, reviewing service requirements, identifying opportunities for improvement and responding effectively to emerging short and medium-term challenges.
  • Ensuring engineering systems remain compliant with statutory and regulatory requirements, you will act as Principal Designer under CDM 2015 and the Building Safety Act where required, providing professional oversight and assurance across the property portfolio.

What we need from you

  • It is essential that you hold a degree in a building, surveying or engineering related discipline, together with a relevant professional qualification accredited by a recognised body such as RICS, CIOB, CIBSE or IET.
  • You will have extensive technical knowledge across building surveying, mechanical and electrical engineering, with experience of working across a range of building types, construction methods and property assets.
  • We are looking for someone with proven experience of leading technical teams and managing service delivery, successfully planning and progressing capital projects, maintenance (programmes and complex workstreams while dr5iving performance and providing expert solutions to technical challenges.
  • With experience of building and maintaining effective partnerships, you will have the ability to lead multi-disciplinary teams, influence stakeholders, customers and senior leaders, and achieve positive outcomes through collaboration and professional credibility.
  • You must have experience of working within a local government or public sector environment, with a sound understanding of public sector procurement requirements and a track records of managing budgets, controlling project costs and delivering value for money.
  • We require you to have a strong working knowledge of relevant legislation, policy and best practice, includingBuilding Regulations, Building Safety Act, Control of Asbestos Regulations, Fire Safety legislation, Procurement Act and Strategic Public Sector Property Asset Management principles.

  • Providing a responsive out-of-hours emergency service, you will participate in on-call arrangements to ensure risks to safety, service delivery, and property are effectively managed.
