Capital Projects Lead

Overview

In this role you will provide strategic leadership for a diverse portfolio of capital construction projects, from initial concept to completion. You will drive value for money and align projects with corporate objectives within a politically complex environment. You’ll work within the Corporate Landlord framework to optimise property assets and deliver high-impact schemes, collaborating with professional design teams and contractors to ensure projects are on time and on budget. This is an opportunity to shape estate solutions that enhance services for residents and support council priorities.

Responsibilities

• Lead full life cycle delivery (RIBA Stage 0-7) of capital schemes from concept to completion
• Oversee governance and delivery of the capital programme
• Implement the Corporate Landlord Model and estate optimisation initiatives
• Collaborate with stakeholders, design consultants, and contractors to shape strategic estate solutions
• Ensure projects meet time, budget, and value-for-money objectives
• Challenge design choices and on-site methodologies to maintain quality and efficiency

Key requirements

• Comprehensive knowledge of construction systems, including Microsoft Project and RIBA Plan of Work Stages
• Strong understanding of property and construction law, Local Authority procurement legislation, financial rules, and contracts
• Familiarity with the Corporate Landlord Model and estate optimisation principles
• Experience in construction capital programme governance and delivery
• Ability to lead multiple stakeholders and professional teams
• Knowledge of construction techniques and on-site methodologies
