Overview

In this role you will lead end-to-end delivery of complex digital services and guide multiple cross-disciplinary teams to meet time, budget, and quality targets. You’ll translate product strategy into actionable plans, ensure user-centred design is embedded, and collaborate with government and client stakeholders to drive delivery excellence. The position blends hands-on agile leadership with governance and reporting to senior leadership. Responsibilities

  • Lead end-to-end delivery of complex digital services within scope, budget, time, and quality
  • Provide hands-on agile delivery leadership across multidisciplinary teams; facilitate Scrum ceremonies as needed
  • Remove blockers, manage dependencies, and foster continuous improvement
  • Collaborate with Product Managers to convert strategy into deliverable plans
  • Lead teams including delivery, product, engineering, architecture, QA, business analysis, and UX
  • Ensure user-centred design disciplines are integrated throughout delivery
  • Support GDS delivery lifecycle and align with Government Service Standard
  • Coordinate GDS service assessments including readiness and evidence collection
  • Maintain delivery controls: plans, RAID logs, dependencies, forecasting, governance
  • Hands-on use of Jira/Confluence for backlog, workflows, dashboards, and reporting
  • Manage delivery across complex tech environments with integrations and third-party vendors
  • Provide transparent progress, risk, dependency, finance, and outcome reporting
  • Build trusted relationships with clients and stakeholders; challenge decisions to protect delivery
  • Contribute to knowledge sharing and mentoring within the delivery team

Key requirements

  • Extensive experience leading complex digital or technology delivery in government or public sector
  • Strong practical knowledge of agile methods; experience with traditional/hybrid delivery approaches and both Delivery Manager and Scrum Master responsibilities
  • Proven ability to lead multidisciplinary digital teams including Product, Engineering, QA, and UX
  • Clear understanding of Delivery Manager and Product Manager accountabilities and collaboration
  • Practical experience with the GDS delivery lifecycle and applying the Government Service Standard
  • Experience preparing teams for GDS service assessments and implementing recommendations
  • Advanced hands-on experience with Jira and Confluence (backlog management, workflows, reporting)
  • Strong knowledge of software delivery lifecycle (Discovery to Live) and continual service improvement
  • Experience in delivery planning, risk/issue management, dependency management, and governance reporting
  • Experience coordinating system integration initiatives with multiple technologies and vendors
  • Ability to remove blockers, manage competing priorities, and create high-performing delivery environments
  • Excellent facilitation, coaching, servant-leadership, and stakeholder management skills
  • Ability to communicate complex topics clearly to senior stakeholders
  • Recognition of agile delivery or Scrum Master qualifications, or equivalent experience
