Cost Manager – PMO

Overview

In this role you will lead cost management across a diverse capital portfolio, ensuring robust budgets, forecasts and financial controls. You will partner with project managers and programme controls colleagues to deliver trusted cost insights and high-quality performance reporting. You will develop governance and cost management processes to drive confident decision-making and successful project delivery. This position puts you at the heart of programme delivery, influencing investment outcomes that affect customers and communities in the North West. You will work in a collaborative PMO environment, raising standards and sharing best practice.

Responsibilities

• Lead cost management across a portfolio of capital projects with robust budgets, forecasts and controls
• Provide cost insight, performance analysis and challenging input to support decision making
• Develop and maintain cost management processes, governance and data confidence
• Manage commitments, accruals, forecasting and cost reporting to stakeholders
• Analyse Earned Value Management data, trends, variances, risks and opportunities with recommendations
• Evaluate project changes and maintain accurate baselines aligned with objectives
• Collaborate with Project Managers and wider teams to ensure cost control across the portfolio

Key requirements

• Experience in Cost Management, Project Controls or similar project delivery environment
• Ability to analyse complex financial data and provide actionable insights
• Strong stakeholder management and communication skills
• Experience applying cost management principles, controls and governance
• Knowledge of Earned Value Management and cost reporting
• Collaborative and proactive approach with focus on continuous improvement
• Proficiency in SAP and Excel; experience with project controls and cost management systems
• Degree qualified or equivalent professional experience; professional qualifications such as ACostE, APM would be beneficial
