Head of Pre-Construction – Buildings

Overview

In this role you will lead the pre-construction approach for priority Scottish building opportunities, guiding pursuit planning, bid governance, and ECI delivery into handover. You’ll combine technical, commercial, and delivery thinking to shape compelling propositions. You’ll drive cross‑functional pre-construction teams, engage customers early, and ensure robust, deliverable solutions that are competitive. The role connects strategy with execution, shaping opportunities and coordinating multi-disciplinary workstreams. You will be at the forefront of converting opportunities into projects, contributing to BB’s growth in Scotland.

Responsibilities

• Lead multi-disciplinary pre-construction teams across management, estimating, planning, engineering and design management
• Drive structured pursuit planning for priority opportunities
• Collaborate with Business Development and Work Winning to shape opportunities and improve bid conversion
• Engage with customers and stakeholders to understand requirements and develop technically credible solutions
• Ensure technical solutions are robust, deliverable and competitive
• Champion innovation and value engineering
• Provide assurance on cost, programme, methodology and risk
• Lead pre-construction governance from Gate 2 to Gate 5
• Oversee cost modelling, benchmarking, and risk/opportunity analysis
• Drive consistency and quality across ECI deliverables
• Ensure seamless transition from pre-construction into operations
• Build capability, resilience and collaboration within the pre-construction team

Key requirements

• Proven track record of winning business and converting major building opportunities through ECI
• Significant experience in business development, client engagement and opportunity shaping from technical/construction perspective
• Strong customer-facing skills and ability to build credibility quickly
• Dynamic, personable leadership with senior-level influence
• Understanding of compelling technical and commercial propositions
• Proven experience leading major and complex pre-construction ECI projects
• Strong strategic planning capability
• Knowledge of construction methodologies and delivery models
• Strong commercial and financial acumen
• Experience leading multi-disciplinary teams
• Excellent stakeholder management and influencing skills
• Deep knowledge of pre-construction lifecycle (estimating, planning, design, procurement)
• Knowledge of risk management, value engineering and bid governance
• Knowledge of the Scottish construction and build market
• Demonstrable success in improving bid quality and conversion outcomes
