Hybrid Project Manager/ Lead Business Analyst

Local authority lookingfor an experiencedHybrid Project Manager / Lead Business Analystto lead the end-to-end implementation of aHousing Needs System.This is a hands-on delivery role combining robustproject leadership with strong business analysis capability, working closely with Housing Needs services, ICT teams, and the software supplier.

Key Experience Required

You will have demonstrable experience of:

• End-to-end implementationof a Housing Needs System (or very similar housing application)
• hybrid PM / Lead BAcapacity
• Local Authority delivery environments

Functional Delivery Experience (must-have)

Experience delivering one or more of the following (ideally across multiple areas):

• Housing Allocations /Choice Based Lettings
• Housing Register
• Homelessness Prevention
• Housing Options
• Homelessness Case Management

Responsibilities

Project Management

• Supplier, contract, and commercial management
• Budget management and delivery reporting
• Project governance, RAID management, and stakeholder engagement
• Development of a fulldelivery roadmapandproject plan
• Coordination and management acrossHousing Needs,ICT, and thesoftware supplier

Business Analysis

• Workshop facilitation and requirements gathering across multiple stakeholder groups
• TranslatingHousing Act Part 6 & Part 7requirements into system/process design
• Service redesign anduser journey mapping
• Process mapping (As-Is / To-Be)
• Data migration strategy and interface specifications
• UAT planning/support, training approach, adoption planning, and go-live readiness
