Job Description

INTRODUCTION

An exciting opportunity has arisen to join our Cameras, Tickets & Collisions Unit (CTC) as a Camera Operator within the Camera Operations team.

ABOUT CTC (Cameras, Ticket & Collisions)

CTC is responsible for the administration of speed enforcement on the roads across Bedfordshire, Cambridgeshire and Hertfordshire, through fixed, mobile and red light speed cameras, processing tickets for endorsable and non-endorsable offences and the administration of traffic offence reports. CTC is also responsible for the administration of all road traffic collisions across the three counties.

The unit prosecutes first hearing guilty pleas for traffic offences as well as preparing road traffic offence files for court, investigating some camera offences and collisions, as well as assisting the public with enquiries and insurance claims.

The unit’s main role is to increase road safety, working with the Road Policing unit and local partners, to change attitudes and behaviour on the roads, ultimately saving lives and reducing crime.

THE ROLE

This role will require the successful applicant to attend camera enforcement sites and operate cameras as well as capturing speeding and other offences by using mobile data/equipment from a camera van across the three counties of Bedfordshire, Cambridgeshire, and Hertfordshire.

This is a uniformed Police Staff, public facing lone working position within a small team based at either Stevenage Police Station (Herts) or Monks Wood (Cambs) with limited office-based work. The successful candidate will be predominantly enforcing speed limits from a mobile enforcement van (a fully marked Police Vauxhall Vivaro ‘hi top’ vehicle) and attending fixed camera sites to install and remove camera units from the housings, these require lifting into position to roughly chest height and can weigh up to 8kg, in all weathers.

The office-based work includes preparing electronic case files from offences you have captured whilst mobile and checking evidential files and captured enforcement images from fixed cameras to ensure they are correct, and where necessary attending court as a witness along with the Crown Prosecution Service to present evidence in front of Magistrates or at Crown Court.

Our Camera Operators are also required to act as Officer in the Case and perform disclosure officer roles in court proceedings relating to the detection of offenders, building the relevant case paperwork, dealing with the relevant disclosure issues acting as an accredited subject matter expert, providing guidance to internal and external stakeholders at all levels relating to the enforcement of speed related offences.

We are recruiting for both Stevenage and Monks Wood as the base location. Successful candidates will be employed by Hertfordshire Constabulary.

Key Responsibilities

  • To attend both mobile and static speed enforcement sites to operate and maintain camera enforcement equipment in accordance with HOTA (Home Office Type Approval) to detect offenders; to provide conspicuity to deter non-compliance with posted limits and improve both road and public safety.
  • To act as both Officer in the Case and as disclosure officer building case files to be presented at court, dealing with defence queries, and offering advice to wider prosecution teams including liaison with specialist support agencies (Road Safety Support) as required.
  • To manage and maintain high value enforcement assets on behalf of the highway authority at numerous locations across BCH; to identify faults and manage multi‑agency problem solving to ensure good practice and efficient use and deployment of assets.
  • To present evidence of offences at effective court proceedings in person/remotely and to act as an accredited subject matter expert with regards to speed and red light related offences offering professional expert opinion when presented with technical defences.
  • Maintain professional accreditation and expert witness status by completing relevant required certification in line with the requirements including IQ level 3 Road Safety Enforcement Technology; and those endorsed by CHIT Chartered Institute of Highways and Transportation (Traffic Regulation Orders; Highway Safety; TSM Chapter 3 signs). Deployment and retrieval of Speed Data Recorders; interrogation and download of compliance data for use by internal and external customers and partners.

Experience & Qualifications

  • Working experience and knowledge of road traffic legislation.
  • In‑depth knowledge of both legislation and regulations that apply to moving traffic offences.
  • Proven ability to manage risk relating to lone and roadside working.
  • Ability to perform the role of Officer in the case presenting evidence at court using other police resources where needed/ appropriate.
  • Demonstrable knowledge of disclosure procedure or ability to be trained and competent in the same.
  • Sound knowledge of IT systems and ability to create and manage comprehensive records.
  • Ability to represent BCH at relevant local and national fora to inform and influence both delivery and strategy.
  • Good working knowledge of the local road network alongside and appreciation of the surrounding area road networks.
  • Able to visit / survey routes when required.
  • Valid UK driving licence including Cat B – the post holder will be required to travel to multiple locations both across BCH and nationally.

Hours of work

Operators work a seasonally adjusted shift patter between 07:00 and 20:30 hours. The average weekly hours are 37.

Summer = April to September, Winter = October to March.
