Senior Project Controls Manager (Change Baseline)

Overview

In this role you will lead programme-level and project-level change control for NHS Trust capital schemes, embedding processes within the PMO and aligning with the digital strategy. You will shape how change is assessed, approved, and tracked across technical, financial, schedule, scope, and risk domains, driving continuous improvement. This position offers impact across healthcare delivery, with a focus on governance, risk management, and stakeholder engagement. You will partner with Trusts and cross-functional teams to deliver reliable, auditable change outcomes.

Responsibilities

• Develop and embed change control processes within the PMO and programme
• Integrate programme change control with the digital strategy
• Define functional requirements for a digital change control solution and support its adoption
• Integrate processes across programme baseline functions (technical, financial, schedule, scope, commercial, risk)
• Ensure change control is embedded at programme and project levels
• Identify opportunities to streamline change control processes
• Maintain baseline integrity with timely approvals and auditable records
• Manage change control activities, track volumes, dependencies and emerging issues
• Support strategic delivery decisions with timely change control data and risk alignment
• Provide assurance, training, and stakeholder support on change control; foster consistent application across Trusts
• Build relationships across the programme and deliver practical change control guidance and support
• Lead learning from change control with lessons learned and continuous improvement
• Ensure that local change control processes are developed and implemented with Trusts

Key requirements

• Experience of change control methodologies across programmes
• Strong client and stakeholder management skills
• Experience in change control/project controls within major construction projects or programmes
• Experience rolling out new processes across matrix organisations
• Understanding of different functions within project controls
