Utility Manager

Overview

In this role you plan, procure and manage utility infrastructure across developments from land acquisition to delivery. You will work closely with land, planning and engineering teams to ensure timely, compliant utility provision and budget adherence. You lead procurement, design coordination and stakeholder engagement with utility providers and contractors. You will monitor delivery, manage risks and support project timelines with expert utility input. This role offers an opportunity to shape essential services for housing developments at scale.

Responsibilities

• Assess utility constraints and infrastructure needs during pre-development and due diligence
• Develop utility delivery and procurement strategies; manage tenders and contractor appointments
• Coordinate utility designs with engineering, highways and development proposals
• Manage utility diversions and infrastructure delivery; monitor progress and resolve issues
• Act as primary contact for utility matters; manage relationships with providers and authorities
• Prepare and monitor budgets, costs and commitments; review invoices and variations
• Identify value engineering opportunities and cost-saving solutions
• Ensure compliance with legislation, standards and company procedures; manage approvals and documents

Key requirements

• Experience managing utility infrastructure and service delivery in residential development or related projects
• Good understanding of electricity, water, wastewater, gas and telecom connection processes
• Experience managing utility enquiries, applications, tenders and contractor appointments
• Knowledge of utility diversion works, statutory approvals and provider requirements
• Strong project management, stakeholder management and negotiation skills
• Commercial awareness with budget and contract management
• Proficient in Microsoft Office and project tracking systems
• Full UK driving licence
• Desirable: experience with housing developers or utility providers; knowledge of Ofgem/Ofwat/IDNO/ICP and related delivery models; HNC/HND or degree in civil engineering/construction/utilities
