Senior Cost Consultant – Local Gov

Overview

In this role you will lead end-to-end cost management for high‑value projects in both private and public sectors. You will work within the Cities and Places team to influence feasibility, business cases, procurement, cost planning, and post‑contract cost control, delivering value to clients and shaping developments from homes to MoJ programmes. You will collaborate with clients and consultants to ensure quality outcomes while supporting business development in the region.

Responsibilities

• Conduct feasibility studies, business cases, and procurement reports
• Apply value management at project outset
• Own and present final cost plans and manage estimating and cost planning
• Oversee procurement stages from prequalification to contract preparation
• Manage post‑contract cost variances and change control
• Lead cost checking, valuations, and monthly post‑contract cost reporting
• Participate in meetings and contribute to project progress
• Perform value engineering and life cycle costing
• Negotiate and finalise final accounts
• Act as key interface with clients and other consultants
• Support marketing and business development in the sector

Key requirements

• Demonstrable experience delivering service excellence to clients
• Excellent verbal and written communication skills
• Strong negotiating, influencing, and stakeholder management abilities
• Solid working knowledge of contracts, estimating, valuations, cost reporting and financial modelling
• Degree qualification preferred but not essential
• Professional memberships are advantageous but not essential
