Associate Director/ Project Director – Quantity Surveyor Defence

Overview

In this Defence-focused role you will act as an AD/PD Quantity Surveyor within Turner & Townsend’s Defence business, overseeing end-to-end cost management on complex commissions. You’ll be the primary client interface, ensuring value-driven outcomes and robust cost control. The role combines estimating, procurement, value management, and reporting to support bid and delivery success. You’ll work with cross-functional teams to improve procedures and develop new business opportunities, all within a flexible, hybrid work environment.

Responsibilities

• Operate as Commission Manager for end-to-end service delivery on large/complex commissions
• Lead client engagement to ensure objectives are met with value-added cost management
• Conduct feasibility studies and procurement reporting; apply Value Management with specialist support
• Own and present final cost plans and manage cost planning activities
• Oversee procurement processes across qualification, enquiry, analysis, and contract preparation
• Manage post-contract cost variances, change control, cost checking and valuation
• Produce monthly post-contract cost reports for the client
• Engage in value engineering and life-cycle costing
• Negotiate final accounts and lead client/consultant interfacing
• May lead a cost management team and develop staff; drive cross-selling and new business opportunities
• Identify improvements to cost management procedures, templates, and products
• Collaborate with Directors on bids and ensure capability development in Defence estimating/cost engineering
• Support knowledge management and internal capability initiatives
• Balance office and site attendance per client/business needs
• Maintain awareness of SOX control responsibilities where applicable

Key requirements

• Qualification in Estimating, Quantity Surveying or Cost Engineering
• Experience in Infrastructure sectors (rail, air, power, highways)
• Proven ability to compile and deliver complex estimates and cost models
• Experience in an integrated Project Controls environment
• Experience with single-sourced, non-competed public procurement
• Strong MS Office skills (Excel, Word, PowerPoint)
