Bid Manager – Civil Engineering

Overview

In this role you lead large-scale bids for a major civil engineering contractor, coordinating cross-functional teams to deliver high-quality proposals. You will shape bid strategy, manage budgets, and present compelling solutions to clients, driving profitable orders. You collaborate across the supply chain, handle deadlines under pressure, and mentor the estimating team to build a high-performing bid function. Responsibilities

• Lead the bid process for large opportunities and occasional PQQs to secure profitable orders
• Form bid and win strategies with senior management
• Develop client value propositions through clear understanding of customer requirements
• Manage bid budgets and oversee preparation, coordination, and delivery of client presentations
• Participate in customer meetings and industry events to support proposals
• Establish and implement bid management processes and share knowledge across Centres of Excellence
• Provide leadership to design, development and engineering solutions teams and allocate resources
• Coach and develop bid teams to build talent and maintain a strong pipeline
• Support post-bid negotiations and risk/opportunity management in pricing
• Ensure smooth handover of tender strategy and documentation to delivery teams
• Promote zero harm and contribute to sustainability activities
• Facilitate knowledge sharing and ensure effective cross-functional collaboration

Key requirements

• CSCS card (required)
• Membership of a professional body such as RICS, CIOB or ICE or equivalent experience
• Strong estimating knowledge and ability to work with MS Office
• Proven experience leading an estimating team and tender responses
• Excellent communication and relationship-building skills across the supply chain
• Ability to work under pressure and meet tight deadlines
• Flexible, proactive, team-oriented with ability to work independently
