Estimator – Civil Engineering / Groundworks

Overview

In this role you will lead the regional pre-construction effort for a civil engineering contractor, shaping winning bids for 10–20m projects. You will align with the national bid resources and senior management to deliver integrated commercial and quality proposals. You’ll own the tender process from bid to award, manage the bid programme, and ensure smooth handover to operations. This is a frontline, impact-driven role that expands regional capability and market share through strong client liaison and effective procurement practices.

Responsibilities

• Coordinate with national bid resources and Business Unit/General Manager to drive winning proposals
• Maintain up-to-date market knowledge and provide guidance to the work winning unit
• Lead development of proposals in response to client bid documents
• Own the tender process from bid through to award, integrating commercial and quality elements
• Plan and manage bid resource requirements with senior management
• Maintain client and JV/Partner liaison, handle tender presentations and clarifications
• Manage bid programme and deliverables register to meet targets
• Coordinate tender settlement information and present to Senior Management
• Capture post-submission feedback and disseminate learnings to the bid team
• Ensure smooth handover of bid information to Operations and provide input as needed
• Develop and maintain a regional supply chain database
• Support marketing and PQQ submissions to grow market share
• Seek opportunities to increase profitability and enhance market value
• Ensure compliance with company systems and procedures

Key requirements

• Track record leading the pre-construction team for a civil engineering contractor
• Experience in estimating, bidding and winning design and build contracts
• Degree qualified (preferably chartered)
• Strong client liaison and stakeholder management abilities
• Knowledge of bid governance, tender programmes and procurement processes
