Senior Joint Commissioning Officer

Overview

In this senior commissioning role, you will lead the end-to-end commissioning of SEND services for children, young people, and families, ensuring sustainable, value-for-money provision. You will collaborate across social care, education, and health to shape integrated care models and implement reforms such as the Experts at Hand model. You will manage complex projects, secure stakeholder buy-in, and drive service improvements that enable independence and better outcomes. This is a pivotal role in a high-impact council service focused on delivering high-quality SEND provision at scale.

Responsibilities

• Lead commissioning of services for children, young people and families and mobilise provision within communities
• Develop sustainable contracting arrangements to ensure value for money across health and social care
• Oversee commissioning of therapies (SaLT and OT) and EHCP outcomes including mental health support
• Drive transformation commissioning changes identified within SEND and reforms (EAH model)
• Commission Independent Specialist School Placements and other SEND provision
• Collaborate with social care, education, and health to identify needs and shape integrated care models
• Deliver high-quality, evidence-based SEND services and support implementation of new reforms in Coventry
• Opportunity to joint commission services with local partners and deliver on commissioning priority areas
• Ensure compliance with Right to Work requirements and DBS checks

Key requirements

• Experienced and knowledgeable commissioner/programme officer
• Ability to lead commissioning processes and manage multiple complex projects
• Strong stakeholder engagement and relationship-building skills
• Analytical and problem‑solving capabilities with data-driven decision making
• Ability to interpret complex information to inform service design across social care, health and education
• Strong written and verbal communication for reports and papers
• Understanding of health and social care procurement processes
• Right to Work in the UK; DBS check
• Experience in commercial discussions and procurement oversight
