Cost Manager/Project Quantity Surveyor – Construction

Overview

In this role you will lead end-to-end cost management services for commissions, ensuring client objectives are met through accurate cost planning, reporting, and contract administration. You will collaborate with project teams and use Turner & Townsend’s digital tools to deliver value across healthcare, education, HT&M, and retail banking projects. You will drive cost checks, valuations, and final accounts while supporting the NewLeaf strategy and sustainability initiatives. Responsibilities

• Managing commissions end-to-end and supporting feasibility studies and procurement reporting
• Producing and presenting final cost plans using The Hive and other tools
• Tendering and procurement administration including pre-qualification, tender analysis, and contract documentation using The Hive and eTender Platform
• Acting as contract administrator, handling post-contract cost variances and change control
• Carrying out cost checks and valuations for projects to ensure timeliness and accuracy
• Producing monthly post-contract cost reports via Cost Control App for client presentation
• Contributing to value engineering and negotiating final accounts
• Interfacing with client, PM, and consultants across project stages; collaborating with internal project management team
• Leading a cost management team when appropriate to deliver all accountabilities
• Utilising The Hive suite and Embodied Carbon Calculator for carbon reporting and reporting
• Supporting the NewLeaf strategy and managing internal fees, job costing and resourcing
• Identifying opportunities for new business with existing clients and assisting bid documentation
• Participating in knowledge management, process improvements, and mentoring junior staff

Key requirements

• Proven track record in cost management/quantity surveying across project lifecycles
• Professionally qualified (RICS or similar)
• Degree or HNC level qualification
• Autonomy, initiative, and ability to work to tight deadlines
• Confident, professional, highly organized with strong prioritisation
• Collaboration and relationship-building across the business
• Ability to work well under pressure
• Chartered status in progress or achievement considered
