As Capital Operations Manager you will lead the delivery of a multi‑million-pound housing capital programme, overseeing major investment works across the Council’s housing stock. You’ll manage a large, multi‑disciplinary team and contracted partners to ensure timely, within‑budget delivery that meets safety and quality standards. The role sits at the intersection of strategy and delivery, driving efficiency, value for money and citizen‑facing outcomes. Responsibilities
- Lead the delivery of the Housing Capital Programme and ensure strong operational performance
- Manage annual capital investment budgets up to £10 million
- Provide leadership to a multi-disciplinary workforce and contracted partners
- Ensure effective programme planning, risk management and performance monitoring
- Drive value for money while maintaining quality and customer satisfaction
- Collaborate with Housing, Asset Management, Repairs, Compliance and Tenant Engagement services
- Support procurement activities, contract management and commercial decision-making
- Produce performance reports for senior leaders, elected members and governance groups
- Lead service improvement initiatives and support modernisation of Housing Property Services
- Ensure compliance with legislation, regulations and health and safety requirements
Key requirements
- Significant experience delivering capital investment, construction, planned maintenance or property improvement programmes
- Strong leadership skills managing large operational teams through change and transformation
- Excellent financial management and budget control experience
- Strong stakeholder management with influence at all levels
- Experience of operational risk, performance, compliance and continuous improvement
- Commitment to delivering excellent customer outcomes and value for money
- Proactive, solutions‑focused approach to service delivery
- Ability to balance strategic thinking with operational delivery
- Experience in social housing or local government is desirable; transferable experience considered
- A degree‑level qualification or equivalent senior management experience; management qualification such as ILM, Chartered Manager or equivalent
- Full UK driving licence
- Experience with health and safety qualifications (advantageous)
