Senior Program Manager (Public Sector)

Overview

In this role, you drive the successful delivery of complex digital transformation programmes for Kainos’ Public Sector client base, ensuring value, governance, and outcomes across multiple engagements. You will grow the account by engaging senior stakeholders, shaping proposals, and aligning delivery with client priorities. You’ll balance delivery capacity and team development with ongoing improvement and innovation. This is a leadership role that blends programme delivery with strategic client and business growth, in a People-first culture.

Responsibilities

• Delivery leadership for complex programmes ensuring alignment with strategic goals and measurable value
• Establish and maintain governance structures with clear accountability and risk management
• Commercial management including profitability targets, forecasting, and reporting of cost, revenue, and margin
• Drive account growth through identifying opportunities, shaping bids, and engaging with Director and CxO-level stakeholders
• Foster innovation and process improvements, promoting new technologies and ways of working
• People management to build a high-performing, empowering delivery culture

Key requirements

• Minimum 7 years of programme management experience in the Public Sector with digital transformation and agile methodologies
• Proven track record delivering complex, multi-disciplinary programmes on time and within budget
• Experience in client-facing roles with senior stakeholders (Director and/or CxO-level)
• Line management experience and ability to motivate and empower teams
• Experience supporting business development and bid/tender responses, and aligning proposals with client needs
• Strong commercial awareness and understanding of multi-supplier project dynamics
• Experience establishing robust governance and technical quality standards
• Broad technology exposure and knowledge of contemporary software engineering practices
• Ability to make reasoned decisions under pressure considering client needs, commercial interests, and team impact
