Public Affairs Manager

Overview

In this role you will lead the public affairs strategy to advance Oxford’s innovation priorities and influence policy at regional and national levels. You’ll engage policymakers and stakeholders to articulate the university’s contributions to the economy and society, and to inform policy development. You will monitor developments, advise senior colleagues, and steer briefings and evidence submissions. The position sits within the Innovation & Engagement Directorate, connecting knowledge exchange with the Equinox initiative to maximise impact.

Responsibilities

• Lead the development and delivery of a public affairs strategy aligned with Oxford’s innovation priorities
• Engage with policymakers, government officials, and strategic external stakeholders
• Monitor political and regulatory developments relevant to research, innovation, and higher education
• Provide strategic advice to senior colleagues and inform policy discussions
• Prepare briefings, consultation responses, and evidence submissions
• Communicate complex messages clearly across diverse audiences and channels

Key requirements

• Proven experience in public affairs, policy engagement, or government relations
• Understanding of the UK political landscape and policymaking processes, especially in research/innovation or higher education
• Ability to devise and implement public affairs strategies that influence policy outcomes
• Proven ability to build long-term relationships with external stakeholders
• Strong communication skills for complex messaging to varied audiences
• Ability to provide expert advice to senior colleagues and navigate complex environments
