Operations and Development Manager

Overview

In this role, you lead the Building Safety service to ensure council homes remain safe, compliant, and well managed. You drive performance across teams, resources, and budgets while advancing safety programmes and policies. You will collaborate with regulators, contractors, and stakeholders to deliver robust assurance and service improvement. A strong emphasis on data-driven decision making supports proactive risk management and continuous improvement. This is a pivotal leadership role with a clear impact on residents and the council’s safety obligations.

Responsibilities

• Lead and develop teams delivering high-quality building safety services
• Manage performance, workloads, budgets and resources to meet standards
• Drive service improvement and implement change across the service
• Develop and maintain policies, procedures and systems for safety and compliance
• Monitor compliance, performance and service standards using data and insights
• Collaborate with colleagues, contractors, regulators and stakeholders to deliver effective services
• Support service planning and delivery of strategic priorities
• Utilise performance information and customer insight to inform decisions and improvements
• Ensure robust assurance arrangements to support evidence-based decision-making
• Oversee risk management, compliance and regulatory adherence across housing stock

Key requirements

• Experience leading operational or technical services in a complex environment
• Track record of managing performance and delivering improvement
• Ability to lead, motivate and develop teams
• Strong analytical skills and confidence with data and management reports
• Ability to interpret complex information and present evidence-based recommendations
• Understanding of data, assurance and risk to improve compliance and decision-making
• Ability to build effective relationships with a range of stakeholders
• Experience managing budgets, resources and service delivery
• Background in building surveying, building safety, compliance, housing asset management, construction, fire safety or related technical disciplines is welcome
