Sourcing Manager / 45k-55k / Birmingham

Overview

In this role you will lead high‑value, over‑threshold sourcing for a major public sector infrastructure organisation. You will operate within a large Commercial and Procurement function, handling complex tenders and cross‑functional collaboration to deliver savings and robust contracts. The role offers hybrid working, strong pension and benefits, and funded CIPS training as you help scale procurement across critical public sector programmes. You will be at the centre of strategic sourcing, contract negotiations and continuous improvement that supports the government‑backed investment agenda.

Responsibilities

• Lead end-to-end, over‑threshold sourcing projects in a reclassified procurement environment
• Develop and deliver sourcing strategies and full tender documentation
• Conduct pre-market engagement and complex commercial evaluations
• Negotiate with suppliers and drive demonstrable savings delivery
• Partner with senior stakeholders across multiple internal functions
• Apply knowledge of contract law and financial management to complex sourcing challenges
• Contribute to continuous improvement and category strategy development

Key requirements

• Public sector procurement experience
• Recent, demonstrable over‑threshold tendering experience outside of a framework
• Strong working knowledge of regulated procurement (PCR 2015 / Procurement Act 2023)
• Proven negotiation and stakeholder management capability at a senior level
• Based within 90 minutes of Milton Keynes; willing to travel to MK one day a week
