Senior Delivery Health and Safety Manager

Overview

In this role you will lead the Health, Safety and Security function for East West Rail’s delivery programme, guiding strategy and embedding a proactive safety culture. You’ll manage the Delivery HSS team, coach staff, and ensure risks are actively managed across projects and suppliers. You will partner with senior leaders to translate strategy into delivery plans and drive continuous improvement in safety governance. This is an opportunity to shape health and safety across a high-profile infrastructure programme.

Responsibilities

• Set strategic direction for HSS and translate priorities into clear delivery requirements
• Act as senior contact for health and safety in forums across the programme
• Shape governance, assurance and reporting to give executives confidence in HSS performance
• Provide day-to-day leadership of the Delivery HSS team, with workload planning and performance management
• Coach and develop HSS team members to build capability and confidence
• Drive risk-management processes and embed proactive safety culture
• Champion safety leadership and model expected behaviours
• Oversee day-to-day HSS activity across all projects, including incidents, investigations and audits
• Build relationships with senior leaders, partners and regulators to integrate HSS into planning and delivery
• Oversee supply chain governance and ensure safe, high-quality outcomes across suppliers
• Represent HSS in key meetings and industry forums and engage regulators as needed
• Promote and embed Safe and Secure guiding principles across the project lifecycle

Key requirements

• Senior health and safety leadership experience in complex delivery environments, preferably infrastructure, construction, rail or utilities
• Experience developing and implementing HSS management arrangements on large-scale, multi-disciplinary rail or civils projects
• Proven leadership in coaching, performance management and capability development
• Strategic thinking with ability to translate strategy into operational delivery
• Experience embedding culture and behaviour change programmes
• Strong stakeholder management and influencing skills at senior level
• Sound judgement with balanced support and challenge
• In-depth knowledge of health and safety regulations, standards and best practice
• NEBOSH National Diploma in Occupational Health and Safety Management or equivalent (e.g., DipSM or MIRSM)
