Band 8c – Shared Patient Record Technical Program Manager

Overview

In this role you lead the Hertfordshire and West Essex Shared Patient Record programme, driving strategic and operational delivery. You will work with clinical, operational, digital, and governance colleagues to shape the future of shared records and interoperability across multiple health partners. You’ll manage governance, benefits realisation and supplier relationships to ensure safe, scalable information sharing. You enable cross-organisational collaboration to align local plans with NHS Single Patient Record priorities. Responsibilities

• Lead a complex portfolio of interoperability developments and translate priorities into deliverable plans
• Oversee programme governance, performance, risks, dependencies, finances, resources and benefits realisation
• Manage the Shared Patient Record development pipeline; prioritise requirements by patient benefit, risk, strategic fit and feasibility
• Lead discovery, scoping, business cases and options appraisals; present recommendations to governance and funding groups
• Manage supplier and contractual relationships (Oracle Health Cerner platform) ensuring performance and value for money
• Build relationships with clinical, operational, digital, information governance colleagues, ICBs, providers, suppliers and national bodies
• Chair or contribute to programme boards and interoperability forums
• Ensure solutions are safe, compliant, scalable and aligned with governance, safety and interoperability standards
• Monitor service performance, adoption and outcomes to drive continuous improvement
• Support coherent interoperability strategy across Central East Shared Care Record environments and SPR priorities

Key requirements

• Master’s degree or equivalent senior-level experience in digital health, information technology or healthcare management
• Proven track record delivering complex digital/interoperability programmes across multiple organisations
• Strong knowledge of Shared Care Records, data exchange and interoperability standards
• Experience in supplier, contract and financial management within healthcare or similarly regulated environments
• Ability to lead multidisciplinary teams and communicate with senior governance bodies
• Experience presenting complex information to boards and external stakeholders
• Postgraduate qualification or professional certification in programme management or related discipline (desirable)
