Project Manager, PMO (Finance Operations) – Public Policy Europe

Overview

In this role you will manage department-wide budgeting and operations to support TikTok’s Government Relations and Public Policy team. You will partner with senior leadership to forecast spend, monitor actuals against budget, and oversee procurement and contract processes. You’ll implement efficient workflows, SOPs, and internal tools to improve visibility, compliance, and resource allocation. Your work helps the department navigate regulatory and political environments while enabling strategic policy engagement.

Responsibilities

• Own end-to-end vendor and contract lifecycle for the department, including onboarding, performance tracking, scope changes with Legal and Procurement, and RFPs.
• Build and maintain rolling quarterly and annual department forecasts; monitor spend vs budget and support annual planning with leadership.
• Evaluate and improve department-wide finance, procurement, and operational workflows; document SOPs and drive adoption of internal tools for efficiency and compliance.
• Provide hands-on budget support, coordinate with legal, finance, and procurement; manage third-party contracts, payments, renewals; prepare purchase orders; review invoices for payment.
