Business Development & Programme Manager, UK Public Health

Overview

In this role, you will drive growth for Palladium’s UK public health portfolio, focusing on new business development and programme delivery. You’ll engage with public health clients, shape proposals, and lead bid efforts, while also overseeing project management and technical delivery. You will work closely with cross-functional teams to expand Palladium’s presence in the UK health sector and promote health equity. This role combines BD leadership with hands-on programme management in a collaborative, fast-paced environment.

Responsibilities

• Identify and assess new health opportunities, prioritising integrated lifestyle and health systems strengthening services
• Conduct market intelligence and stakeholder mapping across geography, commissioners, partners, and competitors
• Develop technical positioning papers and engage senior public health leaders to build Palladium’s reputation
• Manage end-to-end bid lifecycle including opportunity tracking, capture planning, resourcing, proposal content, submission, and negotiation
• Contribute to programme design and produce technical and commercial proposal content
• Support knowledge management by keeping business data current in corporate databases
• Programme delivery: manage new and ongoing projects, assist with work planning, subcontracting, risk and financial management
• Maintain client and partner relationships; collaborate with teams to deliver against client expectations and targets
• Develop reports, budgets, workplans, and outputs for stakeholders; track and report deliverables
• Support new technical approaches and ensure contract compliance and risk management
• Oversee contracting and commercial processes with partners
• Collaborate across clusters in Palladium to advance growth and develop new methodologies

Key requirements

• Proven ability to secure/win new public health business through client engagement and proposal content
• Solid understanding of public health programming, NHS context, and UK local governance
• Excellent written and oral English communication; ability to present concise case studies
• Demonstrated programme management excellence with delivery to high standards
• Strong teamwork skills in fast-paced, multicultural environments
• High attention to detail and quality of work

• Financial acumen with ability to interpret and analyse financial reports using Excel and similar tools
